Since the Environmental Impact Assessment (EIA) is a mandatory requirement of the Ministry of Environment and Forests, for the environmental clearance of all the development projects listed in schedule I of EIA Notification (GOI, 1994), Engineers India Limites (EIL), New Delhi was designated as a nodal agency for conducting EIA of the proposed project. EIL, in turn offered a consultancy project to WII to undertake ecological impact assessment studies that are required as a part of the EIA of the proposed project. As per the agreed Terms of Reference (ToR), the following is the scope of work under the consultancy offer to WII.

i. Examine the project in light of various environmental legislation's and other relevant notifications.

ii. Assess the baseline status of the forest and wildlife habitats within ten km radius of the study area.

iii. Assess the impacts of project facilities on forest and wildlife habitats during the construction and operation of the project.

iv. Suggest preventive and ameliorative strategies for mitigating impacts on flora and fauna.

The present thus aim to provide an ecological assessment of the DHPU, proposed under the refinery expansion program, of Bongaigaon Refinery and Petrochemical Limited (BRPL), Dhaligaon, Assam.
