70th Independence Day Celebration
India’s 70th Independence Day was celebrated in the Wildlife Institute of India campus on 15th August, 2016. Hoisting the national flag, Dr. V.B. Mathur, Director recalled the sacrifices of the countrymen during the freedom struggle that finally led to India’s Independence.
He said that Government of India had assigned several new responsibilities to the Institute for planning and implementing species recovery programmes in respect of 4 critically endangered wild animal species viz. Great Indian Bustard, Gangetic Dolphin, Dugong and Manipur Deer and the Institute had taken up the challenge of ‘field conservation’ in 14 States of the country, where these species occur. Similarly, under the National Mission for Clean Ganga the Institute has recently established a ‘Ganga Aqualife Conservation and Monitoring Centre’ in the campus and ‘Ganga Biodiversity Knowledge Centres’ have also been established at Narora and Sarnath in Uttar Pradesh; Sahibganj in Bihar and Bhagalpur in Jharkhand. He urged the Institute’s scientists, researchers, students and staff for their continued support in successfully meeting the various challenges and new responsibilities assigned to the Institute.

Celebrating World Heritage Inscriptions 2016
The 40th Session of the UNESCO World Heritage Committee which was held in Istanbul, Turkey from 10th – 17th July, 2016, inscribed 21 new sites on the World Heritage List. It was especially memorable for India as 3 of its most remarkable Sites were declared as World Heritage Sites. These included the Archaeological Site of Nalanda Mahavihara (Nalanda University) at Nalanda, Bihar, as a Cultural Site; The Architectural Work of Le Corbusier, an Outstanding Contribution to the Modern Movement (Complexe du Capitole in Chandigarh) as a transnational Cultural Site; and Khangchendzonga National Park, Sikkim, as India’s first Mixed Cultural and Natural Site.
To celebrate the new Indian World Heritage Site Inscriptions, an event was organised by the UNESCO Category 2 Centre on World Natural Heritage Management and Training for Asia and the Pacific Region, Wildlife Institute of India, Dehradun at the India International Centre, New Delhi on 4th August, 2016. Nearly 40 eminent Personalities from Government of India’s Ministry of Human Resources, Culture, Environment and Forest, and representatives from UNESCO, ICOMOS and IUCN and other organisations participated in the event.
The programme was initiated by Dr. VB Mathur, Director UNESCO C2C, WII who welcomed the gathering and informed that it was for the first time that in a single WHC Session India got three of her sites inscribed on the World Heritage List. He acknowledged the significance of the ‘upstreaming’ process by UNESCO in the successful nominations. On this occasion, Shri Janhwij Sharma, Joint Director General (Conservation/ World Heritage), ASI, New Delhi underlined India’s long current and potential association with World Heritage and the apt recognition of Nalanda’s tradition. Dr. S.S. Negi, Director General of Forest & Special Secretary, MoEFCC emphasised the importance of nature and culture working together for conservation. The Chief Guest at the event, Shri Vinay Sheel Oberoi, Secretary, MoHRD, and former Permanent Representative of India to UNESCO, Paris shared information about the origin and evolution of World Heritage Sites and their growing diversity. He observed how India has played a constructive role in the implementation of the World Heritage Convention. He also spoke about the importance of strengthening museums and establishing digital heritage.
The highlight of the evening was the ceremonial handing over of the Inscription Certificates of the new World Heritage Sites by the distinguished Guest of Honour, Dr. Mechtild Rössler, Director of UNESCO World Heritage Centre, Paris to the Indian representatives. The event was marked by an interesting talk on “Linking Nature and Culture: Cultural Landscapes and Mixed Sites in the framework of the World Heritage Convention” delivered by Dr. Mechtild Rössler. The programme was brought to a close by a Vote of Thanks offered by Dr. Sonali Ghosh, IFS and Scientist ‘F’, UNESCO C2C at Wildlife Institute of India, Dehradun.

World Heritage Day Celebration 2016
World Heritage Day (WHD) is celebrated globally on 18th April every year in order to commemorate the beauty, splendour and biological richness of World Heritage Sites, and reiterate the collective commitment of mankind towards conserving these areas for posterity.
The UNESCO Category 2 Centre at Wildlife Institute of India (WII) celebrated World Heritage Day on 18th April, 2016 by organising a series of events. Participants included school students residing near two UNESCO World Heritage Sites (WHS) of India namely, Nanda Devi National Park, Uttarakhand and Great Himalayan National Park (GHNP), Himachal Pradesh as well as from Model School, National Institute of Visually Handicapped (NIVH), Dehradun. The celebration of the day was focused on raising awareness and exposure of school students through lectures, field visit, fun activities and cultural performances. A total of 36 students from the three schools participated in the WHD celebration at WII
The day started with a Nature Walk for the students at WII campus which harbours a great variety of flora and fauna. Representatives from UNESCO C2C led the nature walk and interacted with the students on different aspects of forest and wildlife. This was followed by a short presentation on activities of WII and UNESCO C2C by staff members of the Centre. Subsequently, an exposure trip was undertaken to Forest Research Institute (FRI), Dehradun which is a National Heritage of India. Staff members from FRI gave an overview of the institute’s work on forests and allied sectors to the students. Students had occasion to visit the museum of FRI main building where they learned about entomology, NWFP products and forest pathology in brief.
After the friendly interaction with fellow students and UNESCO C2C staff, a film based on Indian wildlife named ‘Delhi Safari’ was screened for the students. The main aim of screening the movie was to make the young participants aware about the importance of forest and wildlife and how they can co-exist with humans on earth.
This was followed by a Drawing and Painting Competition for the students. Participants were categorised in four groups ranging from pre-school to High School with appropriate themes related to nature, wildlife, cultural and natural World Heritage Sites. Prizes were subsequently distributed to the winners of each group later in the evening.The highlight of the celebrations was a Cultural Programme in the evening which had a combination of song, dance and drama performed by students, researchers, faculty, staff and family of WII. The finale was a Heritage Ramp Walk where WII faculty graced the stage representing their respective associations with Indian World Heritage Sites. The curtains were drawn with a rendition of India’s national anthem.

Release of ENVIS Bulletin on ‘Ecology and Management of Grassland Habitats in India’ in National Interaction-cum-Evaluation Workshop for ENVIS Centres at New Delhi from 17-19 February, 2016
ENVIS Bulletin ‘Ecology and Management of Grassland Habitats in India’, Volume 17, brought out by the ENVIS Centre of Wildlife Institute of India “Wildlife & Protected Areas”, Dehradun was released by Shri Prakash Javadekar, Minister of State (Independent Charge), Environment, Forest and Climate Change in presence of Shri Ashok Lavasa, Secretary, MoEFCC, Ms. Anandi Subramanian, Senior Economic Adviser, MoEFCC and Shri Ravi Singh, Secretary General & CEO, World Wildlife Fund India at the Inaugural function of the National Interaction-cum-Evaluation Workshop for ENVIS Centres at The Ashok, New Delhi on 17 February, 2016.
Before Inaugural function of workshop the Hon'ble Minister visited exhibition stall of information/ publications produced by all ENVIS Centre. Dr. S.A. Hussain represented the WII-ENVIS Centre and briefed him about center’s activity/ publications, which were well appreciated.
This workshop was organized to evaluate the functioning of the ENVIS Centres as per the Guidelines of the ENVIS Scheme, framed by Ministry of Environment, Forest & Climate Change, Government of India.
This special ENVIS issue was edited by Dr. G.S. Rawat, Dean, WII and Dr. B.S. Adhikari, Scientist-F, and is a step forward to motivate and generate enthusiasm amongst the nature lovers, conservationists and managers to take effective measures towards conservation of Grasslands in India.

Great Backyard Bird Count (GBBC) 2016 at WII
Great Backyard Bird Count (GBBC) is a popular citizen science event which collects valuable information pertaining to distribution and abundance of birds across the globe. Events like these demonstrate the power of engaging citizens in learning about the natural world and monitoring how it is changing.
The Campus Bird Count (CBC) was organized as a sub event of the GBBC-2016 and WII along with other 210 campuses (including research stations, government institutions, schools, colleges, universities and corporate offices etc.) across India participated in the count that was carried out for 4 days from 12 -15 February, 2016. As part of the count, birders in WII were grouped into 4 teams and they surveyed in and around the WII campus.
In order to increase the efficiency of the coverage area the campus was divided into subareas like Hostel & Nature trail, Admin Block and Faculty Residential colony, Sal patch near WII and IIIrd block residential colony covering the following habitats: Moist-deciduous Siwalik sal forest, Open wooded compounds / gardens / parks, Shrub jungle with thickets of Lantana and young sal, Open scrubland with fallow / barren crop-fields and Wetlands. The results of the count has been very encouraging, with the Wildlife Institute of India topping the list of number of species recorded in any hotspot in the country during the count days. A total of 159 species were recorded and a total of 189 checklists were uploaded to the global listing website (http://ebird.org/). Overall, 2,670 individual birds were counted in the WII campus. 67 avifauna species were recorded only once and 12 recorded in the subsequently large numbers. The GBBC at WII was coordinated by Dr. Gopi G V, Sh. Manoj V Nair and Sh. Ashutosh Singh.
Apart from the Campus Bird Count, a field day was organized on 14 Feb 2016 to introduce birds and bird watching to the kids in WII campus. Around 25 kids participated enthusiastically and they were taken for guided birding around the campus. A checklist of 8 birds was prepared at the end of the count by the kids.

67th Indian Republic Day Celebration
67th Indian Republic Day was celebrated in the Wildlife Institute of India. Unfurling the national flag Dr. V.B. Mathur, Director, Wildlife Institute of India said that this day was significant in the nation’s calendar as on this day we celebrate the establishment of free India as a Republic, based on the ideology of justice and equality. He further said that on this day we also recall with gratitude the sacrifices of our freedom fighters and the work of our Founding Fathers, for giving to us a country, where our dignity and individual freedoms are guaranteed by an enlightened constitution. He further stated that what we will do now and in the coming years in terms of leveraging our resources and addressing the shortcomings will shape the destiny of the institution.
On this occasion certificates were given to high achievers in the field of sports and academics. The children of the staff who had performed well in the Class X and XII Board Examination were given certificate of merit.

Release of report on Management Effectiveness Evaluation (MEE) of Tiger Reserves in India, 2014
In continuation of release of the summary ‘TIGER~MEETR – 2015’ on 20 January 2015 http://www.wii.gov.in/release_tiger_meetr the full report on Management Effectiveness Evaluation’ (MEE) of Tiger Reserves in India, 2014 is now available for access.
The Management Effectiveness Evaluation (MEE) process is a global framework to evaluate the performance of protected areas. India is among the select countries in the world that has institutionalized the MEE process for its network of protected areas. India has not only independently assessed the effectiveness of 28 tiger reserves in 2006, but has taken this process forward, by extending this evaluation in 2010 to 39 tiger reserves and in 2014 to 43 tiger reserves. The outcomes of this assessment are encouraging. Field Directors and front-line staff are putting up a valiant effort to conserve our natural heritage. Despite all odds, there has been an improvement in the overall MEE score from 65 percent in 2010 (39 Tiger Reserves) to 69 percent in 2014 (43 Tiger Reserves), which is higher than the global mean of 56 percent.

2nd Special Certificate Course on Coastal and Marine Biodiversity and Protected Area Management from 1-18 December, 2015 at Havelock/Port Blair, Andaman & Nicobar Islands
The Second Certificate Course on Coastal and Marine Biodiversity and Protected Area Management” for field-level staff of the Forest Departments was inaugurated on 1st December 2015 at Havelock Island, Andaman with 13 participants comprising largely Range Forest Officers representing Gujarat, Maharashtra, Kerala, Andhra Pradesh, Odisha and Andaman and Nicobar Islands. The first part of the course include the open water scuba diving training and the under water biodiversity monitoring. This course is being organized jointly by the Wildlife Institute of India (WII) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
This is the part of project titled “Conservation and Sustainable Management of Coastal and Marine Protected Areas (CMPA)” of the Indo-German Biodiversity Programme of GIZ that aims at strengthening capacities of key training and learning organizations relevant to Marine Protected Areas (MPAs). This course is intended to enable the participants to have a sound understanding of the concepts and issues related to managing coastal and marine biodiversity, coastal and marine protected areas, ecological and socio-political context, conservation approaches and legal-policy framework between terrestrial and coastal marine PAs, as well as to acquire necessary skills to conduct assessment and monitoring of coastal and marine habitats and species and prepare field reports, and develop-under supervision-operational plan for MPAs based on management effectiveness guidelines (Contact: ksivakumar [at] wii [dot] gov [dot] in for further details).

Commencement of Vigilance Awareness Week 2015 - Oath taking ceremony
Prevention of Corruption Act के अन्तर्गत् गठित केन्द्रीय सतर्कता आयोग देश के नागरिकोँ को सरकार की ओर से एक स्वच्छ एवं भ्रष्टाचारमुक्त प्रशासन सुनिश्चित करने का महत्वपूर्ण प्रयास कर रहा है। सतर्कता जागरूकता सप्ताह, इसी उद्देश्य की पूर्ति के लिए एक कदम है। हर वर्ष की भांति इस बार भी सतर्कता जागरूकता सप्ताह 26 से 31 अक्टूबर तक मनाया जा रहा है। इस सप्ताह की शुरूआत आज शपथ ग्रहण समारोह से की गई। संस्थान के कर्मचारियों, अधिकारियों व शोधकर्ताओं ने शपथ ग्रहण समारोह में भाग लिया। डा0 वी.बी. माथुर, निदेशक, भारतीय वन्यजीव संस्थान ने सभी उपस्थितजनों को सतर्कता जागरूकता की शपथ दिलाई। इस अवसर पर श्री एस.के. खण्डूरी, आई.जी.(वन), पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय, भारत सरकार भी उपस्थित थे। संस्थान के मुख्य सतर्कता अधिकारी डा0 अनिल कुमार भारद्वाज ने उपस्थितगणों को इसके महत्व के बारे में अवगत कराया। संस्थान में इस सप्ताह के दौरान जागरूकता पैदा करने के साथ-साथ दो मुख्य मुद्दों पर विशेष अभियान के तौर पर कार्य करने का निर्णय लिया गया। यह दो मुद्दे हैं पेंडिंग फाइलों का निपटारा एवं थर्ड पार्टी भुगतान।
